Graeme Thomson


Graeme started his analytics career at British Aerospace, developing and running computer models to design missile systems. Having gained his Masters in Computer Science, Graeme moved to British Airways running teams of Business Analysts and Data Architects designing and developing BA's data warehouses and data exploitation systems,

Joining the Cabinet Office Graeme swiftly moved to join the Fraud, Error, Debt and Grants team (FEDG), where he has now been working for the past 7 years as the Programme Director of Data Analytics Development.

Graeme has brought over to FEDG, the piloting of the Counter Fraud Data Alliance, a data sharing service between government and the finance sector, the National Fraud Initiative, the National Counter Fraud data matching exercise (the NFI team has since gone on to deliver its most successful period with a record level of fraud detected and prevented).  Graeme was also responsible for the development of the fraud data sharing sections of the Digital Economy Act.

Grame and his team are now focused on developing government's data access and data analysis capability: 

This ranges from developing the use of Agile techniques to rapidly deliver sets of cross government counter fraud data sharing pilots that can deliver insight and real savings for government.

Through the progression of government's capability by developing a fraud analytics project toolkit to help departments design and run their own fraud analytical pilots.

To publishing a Thought Paper to engage the public, private sector and academia in a conversation about the future development of counter fraud analytics.

In the past two years Graeme’s team have delivered over 15 cross government pilots, and last year over £17m of fraud and error was identified from the cross government pilots alone,  these also identified significant business processes improvements.  His team are delivering more pilots this year, are taking the piloting approach out to other government bodies to develop capability and encourage more counter fraud pilots.  Building upon their best practice work the team are also leading the development of a counter fraud data analytics standard as one of the core disciplines for the Government Counter Fraud Profession.
